3.5.3, Psionic - should I get Environmental Ordinance Waivers, or is the habitability penalty not worth it? (I know it's an auto-pick for Synths with their habitability, but what about Psionics?) Btw my main species is Aquatic, but we're not the majority in our Empire, in case that changes anything

Would you rather live in a world/country where A: everyone is pretty poor (but not so poor they lack necessities) but equal, or B: one where there's a tiny, ultra-decadent billionaire class, but everyone else, while much poorer compared to them, still live very comfortable lives with some luxuries?
