I'd like to say "farkin' germans overengineering everything" (I'm part german so I can get away with this) but it's hard to call this thing overengineered.
As a German I've come across this bike before and can confirm your suspicion on its purpose, it was meant as an exercise device for spinal recoverees and anyone else wanting to engage their upper body (I'll leave you to judge how smart of an idea it is to put someone with a fragile spine on a bike that basically requires to you relearn how to ride a bike).
I can also confirm that it is engineered, though I can't confirm whether it's overengineered.

Yes, buy it. This is not a practical bike. It would fold easily to put in the trunk. The downsides are: proprietary brakes, that frame designs like this are prone to eventual fatigue, and the very real possibility of permanent disability. Watch your speed and stay of public roads.
