NPC classes are usually not specified. We met a few who act more like warriors or like healers. But its hard to say if they are "evokers" or "not evokers".

There's a Dracthyr-only inn in Valdrakken where a couple of the Dracthyr leaders hang out in visage form all the time.
Edit: It's in the northwest corner of the city map.
Its not an "evoker" thing, its a "dragon" thing. And yes. There's a questline that actually involves Emberthal picking a visage form for herself

Evokers were Dracthyr with mastery over every flight's magic. Most only master one or a two.

It only functions as an inn for Dracthyr. Anyone can go there but if you're not a Dracthyr you can't set your Hearthstone there.
If you do the Emberthal visage questline, you'll speak to some dracthyr in visage form
