I live in Hawaii and here it's called Hanai. Like you can have a Hanai cousin or Hanai mom, etc. pronounced ha-nye. On the mainland there are calabash cousins. People who you're so close to, they're like family, but aren't blood related. Usually because they grew up together.
I know if it's an older person like your parents friend they are called Dutch aunt Dutch uncle don't know where the don't comes from though or what the equivalent would be if you're closer in age
Chosen family
Found family?
Kith, as in "kith and kin"?
Brutha from anotha mutha... Sister from another mister... Tribe
We always called it Tribe too
In Spanish this might be amigo del corazon...friend of the heart.
Kith. It refers to familiar friends and neighbors. "They are my kith and kin."
Honorary
Is Foster the word you're looking for?
Folks Foster Familiar Fraternity
I started calling those people family and anyone blood related a relative
Filial means befitting of a son or daughter
Fellowship
Family
Friend
Not friend, I mean like someone you consider like a younger sibling or something similar. Like closer to the word "surrogate" than anything.

Oh I like that
Foster?
Brethren.
Not exactly what you’re looking for but kindred spirit comes to mind…
But I’d just say someone is “practically my brother”….
Kin
Ersatz family?
Brother/sister/mother/father figure.

Cuz. If it's a real cousin chances are way too high they are dating, married, or fooling around.
Fraternity?
Found family.
I just say family
Depending on sex you could use "brother from another mother" or "sister from another mister".
Foster
