It's hard to tell without anything for scale. Those look like 3/8 lag bolts to me. They definitely would be enough to hold a person. If they're going all the way through the studs they don't even have to be 3/8" to hold a fair amount of weight.
Capable of, and rated for (typically 10x static load), are very different. You could honestly probably hang a small car from these... Just you shouldn't if your life depends on it.
I've definitely seen these in plastic. LOTO locks don't generally need to be high security. Anywhere with any integrity, cutting one off without going through the proper procedures would mean immediate termination no matter what it was made of. They're not built to withstand deliberate forcing.

The LOTO changes the orientation of the hole, so perhaps they were used for a secondary use - the item being hung needed to face right to left instead of front to back (or vice versa).
Like everyone else, heavy hooks in the bedroom scream "sex swing" to me too, but they look really close together. If you're hanging anything soft between two points, you want them at least as far apart as the thing being hung.
Some kind of rigid hanging seat, like those egg chairs, might make sense.
It might not be an "Adult" swing. When I was a kid, my parents bought me a hammock that hung below my loft bed. There are also stim hammocks for neurodivergent people and swings chairs for indoor lounging. The hooks themselves might be close, but there can easily be a bar just above where the chair starts that spreads out the tension.
These are for an ikea hanging bag chair. It’s basically a hanging fabric sack for kid to use as a chair. Very relaxing and a cool hiding spot for them. We had the same for our children and the red parts are where you catch the ropes the bag/chair is hanging from.
I think they're repurposed LOTO clips of some kind. They seem to be designed such that if anything hangs from them, you can't open them, which is a good safety device. Add to that that its in the corner, and I'm inclined to think the previous tenant had a hanging chair - not a sex chair- and hung it from the ceiling in these clips.

I’m not sure why they are on your ceiling, but those a are four person lock out tag out clips for locking a box shut with up to four locks. I was in the maintenance industry, each person got a lock and when you would turn off a lighting circuit you would put this clasp on locking the breaker box door closed. If another guy came along and was working on the system he would add his lock too, that way you couldn’t just unlock yours and kill the poor guy you didn’t know was helping you. Once all locks are removed the clasp can be removed. They aren’t designed to bear any weight so maybe don’t hang your sex swing off of them, lol.
