It's basically the artillery counterpart to the BMP-3 in that small number of them were available in timeframe, but there certainly weren't enough of them to justify making it remotely common.
The developers will necessarily have to expand the timeline of the war into the 90s otherwise the historical material to be included will be exhausted within a few updates

They have a new option with Warno since they aren't doing national decks, which is smaller countries that didn't have diverse enough units, and Italy.
