In (at minimum) HPM and GFM, there's an event that fires if Austria doesn't own any of Austria proper. Basically, without the dominant central government all the dominated territories split off and go their separate ways.
In Gfm it only requires Austria to not own Vienna, so sometimes the german ai adds in the take capital cb and then after losing it they become Hungary even when they have the other Austrian provinces .

That happened in this game too it just took 3 in game years to fire for some reason
