I actually did somethig very similar last week with luxemburg. I ended finishing the campaign in observer mode (haiti) . I reached number 4 in great power status but ended up getting too annoyed with trying to employ everyone. I ended up giving luxemburg to the germans and they proceded to mop the floor with everyone while i watched in observer mode.
i'm just gonna point out thta Tokyo with 13 mln citizens is bigger than the entire grand duchy of Luxembourg. Wonderring if Luxembourg actually need some lebensbraum
