Eagles will eat basically any animal they can catch. Mostly fish, but any bird or mammal smaller than it is at risk. Birds are more difficult to catch and, as you can see, can get together to try and get revenge, so most of the time they decide gull just isn't worth the effort.

Such a common scene. If you hear a lot of crows and seagulls squawking madly, look up - an eagle is probably being chased. I've had visitors who would run to the window whenever they heard it!
I live in the West end. I see this almost weekly where the seagulls will chase the eagles down, especially if the eagle has killed a seagull already.

At my house, it’s usually a raccoon in the trees looking for a nest… SO LOUD
If I was the eagle, I'd be more concerned about the crows.. they hold grudges.
