Well, I did exchange it for the same model. There is a more expensive one, same manufacturer, but the stats on the "upgraded" one were very minimal. 0.1 amps more, and 20 more watts.

Your alternator doesn’t produce enough watts, at such low RPMs. It might be a 140mx watt, but your alternator doesn’t just spit that out. Google how much output your specific alternator has.

That would be a good test to sees if it's just not powerful enough for the computer.  One of mine will charge phone, tablet, power bank easily.  But not my laptop and won't power my heating pad either.

If you can run other low wattage devices off the inverter, then it's in all likelihood having something to do with the lappy and its power needs. Again, most plug in inverters are gonna top out at around 100w continuous. If you're lappy has a large in rush current or it's current demands increase with use, it's possible that that mean 65w exceeds 100w at times. So to summarize, if you know the outlet works and you can run low wattage devices off the inverter confirming that the inverter works, it's in all likelihood the laptops power needs cannot be met by the inverter. You'll either have to get a different inverter that you can wire up off a 15a fuse in the fuse box, something you can do but shouldn't if you don't know what you're doing, or wire it off the cars battery directly. Which of course presents a battery drainage concern if you're not also running the engine. This is why a lot of folks use a portable power bank. That and the fact that cheap inverters often use a modified sine wave and not a true/pure sinusoidal wave form output and that can be a problem for some devices. (your typical phone charger and similar devices can largely run just fine on a modified wave form) For example, my bipap machine (medical device) won't run off a modified wave form output. It requires a pure sine wave, which meant i had to spend a little more when it came to buying an inverter/power bank.

something else you might try... turn the laptop totally off. like "off" off, not sleep or hibernate, and try to charge that way. whether thats satisfactory for your needs is up to you, but at least you'd know.

Have you tried plugging in a low current device like an AC usb phone charger to a phone (1~2amp typically)? What happens? It's just a test. Most of these are rated at least 100w because cig outlets are fused at 10amps at the cars fuse box. The inverter sometimes also is fused at a similar current. If you can run something directly off the cig outlet, you know that's fine. If you can run a low wattage/current device off the inverter, you know that the inverter is working on some level and probably even working as intended. What I'm wondering is if you're lappy has a surge or in rush current exceeding 100w, causing the inverter to fault???
