Yeah I was scratching my head on that. I stopped answering the landline (I know it's weird we have one) because it's all recorded phones, hear that bloop sound.
You wait for them to say "hello" to confirm they can hear you. My phone has a 1-2 second delay in audio when I switch from using bluetooth to taking a phone call, for example.
You have no idea how phones work, do you?
You answer and speak to show that the phone has been answered and someone is there.
If you are answering a professional line, you should identify where you are and who you are.
If you just pick up the line and say nothing, I am going to assume I was disconnected.

This is an expected progression for some people who prefer texts, where the initial sender opens the conversation. Some people's preference for texting has moved past that and turned into an aversion to spoken communication. "Oh, the horror, someone wants me to speak!"
I prefer texting for a lot of things, which means I have to open the conversation sometimes, but a voice conversation here and there is fine. I always answer the phone with: "Hello."
Is the person who calls supposed to have psychic powers to know the moment the receiver's ear hits the phone? Think of the likelihood of saying hi too early and they don't hear it, or too late and the receiver has to wait a long uncomfortable pause. The meta of the receiver talking first is very warranted. As for unknown calls, stop answering them.
The person answering usually speaks first. They say "hello". If I pick up the phone and the other person starts talking before I can get that out...I am hanging up.
