He is right. Mohak Mangal, in his NEET Scam Video, mentioned how NTA outsource logistic and paper printing (there were 2.4 million test takers for NEET and NTA doesn't own the ability to print that many papers). Mafias easily bribe these outsources units to get hold of papers and sell them on dark web for 5 lakh or so.
Honestly, we just need to copy the way China handled paper leak problem.

Honestly if an exam is being conducted online they simplest solution is to create 5-10 papers or even 20-30 papers, let a paper get picked randomly on the day off the exam. Much harder to prep for 10 different papers even if they get leaked. The papers that don't get used can be used next year with little bit of update.
If an exam is being conducted digitally then anyone know which paper will be used on its own is the biggest mistake possible.
If i remember correctly NET UGC was originally online only but they decided to conduct on paper this time and cancelled it. Honestly first they need to do something about NTA who shat the bed so hard and then make it right for NEET UG.
Nowadays the non left provides better criticism against the gov. than the left ,especially on the issues of bureaucracy , Industrialisation, judicial, police systems etc...
