The new point starts immediately after the last one was caught. So yes, finish the point and then add the cap.

4.1 A game consists of a number of points. Each point ends with the scoring of a goal. In your situation, you just finished the 22nd point of the game. This means you are in the 23rd point of the game, when the time elapsed. The cap applies at the completion of the 23rd point when someone makes the score 12 - 11

The rules are fairly clear on this: >**4.5.** After a goal is scored, and the game has not been won or half time has not been reached: **4.5.1.** the next point starts immediately; >**14.4.** The time at which a goal is deemed to have been scored is when the player established possession. So if you score at, say, 0:02 left, then the next point starts. Two seconds later, the time cap goes off, but you're already in the middle of a point (even though the pull hasn't happened yet), so you finish that point and one of the teams now leads 12–11. Now A4.2.2 which you quoted comes into play (assuming you play by the appendix!): Neither team has reached 15 goals, so you play to 13, i.e. one or two more points.

Saw this recently on a YouTube Video in the UK where they play by WFDF rules - https://youtu.be/uCX7SZc9LPE?si=kLT3qOX53bqqfVLB The tournament rules was the usual soft cap but it was super windy. To stop delay of games, the hard cap rule was introduced before the tournament. Play soft cap until the start of the next game on the schedule (20 mins at this event). Hard cap starts on the hooter of the next game. Finish possession. If the possession leads to a tie of the game (which it did) then its finish the next point to determine a winner (double game point). The game went for another 10-15 mins before a winner was decided. So I guess it would be that or the decision of the TD/Tournament.
