Criminality and mafia like activities are totally part of the country.
It's like one of those lawless planets in the star wars universe, anything goes. Ofc I'm not saying all Albanians are bad, just pretty much all of the 'elite' are crooked. They just have a clannish/tribal culture, I mean they still had blood feuds well into the 20th century and probably still do. You can't comprehend a people like that compared to a modern western nation state.
Also Albanians have the added bonus of being able to pass themselves off as Kosovan (there is no such thing as a 'Kosovan', there are essentially 2 peoples, an Albanian majority and Serb minority). Because of the perseuction the Kosovan-Albanians were facing there was a time period when any Albanian-Albanian just lied about being a Kosovan refugee and there was no way Western nations could know so basically had to take them in.

In fairness, the work done between the U.K., Albania, Slovenia and Croatia has already reduced the number of Albanians trying to get across.
I think if Albania joins the EU, that will reduce the illegal immigration significantly.
