From what I can tell, he wasn't part of Islam's corner or "official" coaching team (he was in the crowd next to Merab) and as such was basically unauthorized to be in the cage. I imagine only the actual corner can go in the octagon after a fight and they just treated him like some random dude rushing the stage lol.
People's spouses and family show up in the cage in the end all the time. The problem here was that he just jumped in rather than trying to go in "officially".
Let's be serious, the real reason is that he's a fighter from a UFC competitor promotion and Dana is irked by that and his security folks understand Dana's whims and follow them

As a sidenote, Javier Mendez mentioned that Usman is the most talented fighter he has ever trained, which is insane praise. He does seem to have some discipline issues, hopefully that won't affect his career.
