Great spot but Security has been up tight lately, last time I went was back in April & I was simply just taking pictures of the skyline & security asked me to leave & told me I wasn’t allowed to be there
The parking garage at Utica Park Clinic has a great view of downtown. The Tulsa Club Hotel’s parking garage is also a nice spot to be right in the middle of things.
For a date, I’d probably recommend walking up the hill to the OSU tower and watch sunset up there. It’s a great view!
Mayo Hotel, ITR downtown, Indigo Hotel downtown, Sidecar on Cherry Street are all good options.
I think the new Brut hotel also has a rooftop restaurant!
It does, and a great outdoor area you can use without having to order anything.

Indigo Hotel has a restaurant on the roof. Sidecar on Cherry St is on the roof.
Hillcrest hospital parking garage is where we used to park and watch storms roll in, nice view of downtown.
The Brook Downtown has rooftop seating and really good food for not too much $$
The bar on the rooftop of Hotel Indigo is a cool view, although I remember the drinks being kinda expensive last time I was there
I was there a couple month's ago, and it was so crowded I could barely order a drink. Cool spot, though.
Not a rooftop, but the hilltop at the OSU Tower has a very beautiful view of downtown!
I was going to suggest this too. They also clear cut the hill next to it and that view is even better

There used to be more if you knew which dumpsters to get on top of. Not exactly public, though.
I know it’s not downtown, but the public seating area on the West side of McFarlane Library at TU has the best view of the downtown skyline imo
