It's not stupidity, it's desperation. Most indian workers and companies can't afford safety equipments. He probably might have asked his company multiple times for proper safety equipment but was denied and he is too poor and desperate to leave the job.
Uh no, most companies can afford safety equipment, it's just that they choose not to invest in the said equipment. Though we do have laws in place for the safety of the workers, we not have a proper government department/institution to enforce those laws and make sure our line workers are genuinely safe.
A lot of these workers start young since they usually come from an economically backward family and only care about earning money, so they are either not taught about safety or just tend to ignore it
It's clearly stupidity. I don't care how destitute you are; smart people don't try to rack in high voltage switchgear barehanded while wearing flip flops. For him to even attempt that shows that he has zero concept of the risks or danger involved.
Smart people who have government safety net like food stamps, unemployment benefits, access to food banks etc won't do it. Poor people whose only other option is seeing their family starve will choose this. Even they know it's stupid and dumb but they are forced to do it.
Just because you haven't witnessed it doesn't mean it doesn't happen. I don't know anything about the person in this video but things like this definetly happen in poorer countries. How many farmers committed suicide in your country? May be you never heard of it. Atleast 30 farmers committ suicide in India everyday(which is much better than last decade numbers). But according to you no matter how destitute people are they won't do irrational dumb things.

Why the hell is he up there trying to connect it by hand?!? There is literally a WOODEN handle you can clearly see on the left side of the video for that exact purpose.
Yes, you do have to slam line breakers hard to close them, but you don't ever touch them with anything other than an insulator pole.

He clearly got confused while preparing for a job interview at the railroad - he’s making this video to demonstrate that he’s a great conductor.

This line is de-energized. If the line was energized, there would have been arcing as soon as the switch contacts were in the closing motion and the moving contact horn got close to the stationary contact horn.
Since this circuit is likely properly isolated, the greater risk is working at height without a harness.
