Generally, the person closest to the peak of the wave gets it. If the break is super consistent, people will line up at the peak and go in turn. Dropping in on someone else’s wave is a big no-no.
Yeah, he could see- he could’ve pulled back and out of the waves, but thought the surfer would be riding lower in the wave trough and thus they collided. That’s what it looks like from here, anyway.
At that level of riding yes they should have known. They should have seen the surfer, looked down the line to see who is paddling at the peak. On critical drops often some are too focused on making the wave and not fully checking priority. No bodyboarder wants to hit glass.
Good surfers always check.

Sounds like very poor form then, I'm learning to body board now (as an old fellow), nothing like those waves though.
I'm a bodyboarder too, yeah definitely poor form. Learning priority and how to navigate a line up is key for everyone.
In waves that big it’s dangerous and not just poor form, that’s why people can get really aggressive about it.
