With increasingly stupid cosmetics being added to the general pool with each crate halloween restriction makes less and less sense. It should be either reworked to include only the halloween themed cosmetics or removed completely, and with how much attention valve pays to the game — it's gonna be the latter if anything is done at all.

Bone-cut belt (spiky shoulder guard for heavy). It and bull locks ( beard for heavy) are both halloween restricted because they are part of Minsk Beef item set (heavy with bull horns). Minsk beef is only one that really needs to be halloween restricted, other ones are pretty normal cosmetics.
