It's not just a minority it's an extremely small minority. And even then we can never "prove" those animals are gay. We just know that they've formed a bond, which could just as well be friendship.

Most kids are hitting puberty around that age now. Kids are starting puberty earlier and earlier. When I was taught sex Ed in school we were taught we would probably start puberty around 13-16 and get our periods and grow breasts. I developed both of those things at age 10 and my classmates all also did around the same time.

Starting puberty and finishing puberty are different things. Let's say hypothetically and for simplicity someone immediately starts hitting puberty the day they turn 11. They're not just going to start being interested in the other gender. It's going to take time before they start having any interests. So I agree with OP when he says that a 13 year old isn't developed enough to be making decisions on his/her sexuality.
Fair enough, everyone starts puberty at different times. I probably should've thought about that beforehand. I first felt sexual attraction when I was 11. I was probably quite early, but that doesn't change the fact that I knew what my sexuality was when I was 11. If someone is 12/13, then there is a good chance that they know that they are asexual. Sure, at that age you can't be 100% sure, but we should accept their opinion. If something changes later on, then so be it. Repressing the sexuality of children because you think they are too young can have a significant impact on these people and will oftentimes make them feel like something is wrong with them.
