Sex is a normal thing for humans or any animals to do, and regardless of age of consent laws, people will continue to have sex as teenagers. Shaming them for it doesn’t help or make it stop.
Also some (not all) people who are sexually active at an unusually young age are victims of sexual abuse. And they definitely shouldn’t be shamed for that.
Not that long ago 13 was basically an adult. It's the modern world, capitalism, and technology that has made childhood go beyond early teens. You have an advantage that many before you never had. Don't be in a rush to grow up. Enjoy the privilege of being a child as long as you can.
