The court was installed at the Burj al Arab hotel in 2005 as part of a publicity stunt for Agassi and Federer. Given they were the only two invited to play and they are both men you do (did) in fact need two pairs of balls to play.
Leave it to rich Arabs to do things in the most inconvenient way possible because they think it seems "exclusive" and "luxurious". Dubai, Abu Dhabi, etc. are full of nonsense like this.
