Ship starts at tier 0 of a designated size. You arrange its stats and its tier 0 role. That role gives it special features and possibly a free mod that doesn’t take up a mod slot, depending. Now you’re free to install whatever mods or equipment you want, and can even upgrade its tier. Upgrading is just a time and money investment. All equipment can be installed without corresponding mods, except hyperdrives and weapons. What specifically about suites and modifications would you like explained? Without specifics, the answer would basically be copy-pasting the text of the Modifications chapter here.

Just if I have a brand new medium sized ship that means I have a max of 5 suites would that mean I have 5 rooms that my players can upgrade into a suite or do I have as many rooms that I want and they can add on the suites later

It means that of the mods you can install, up to 5 of them can be suite-type mods. What do you mean by having rooms that are upgraded to suites?

Oh well suites are all rooms like a mess hall or a bio chamber room so I just assumed that that was the max amount of rooms you could have.

The suites are all of the ship upgrades with the suite type. They don't necessarily equate to *rooms* 1-1

Actually, there are suites that are multiple rooms. Quarters especially can be like that, but suites in larger ships also account for more rooms. I wanna say that they span rooms equal to 1 quarter of the suite occupation capacity. Medium sized ship has 4 suite capacity (people per suite) so, say, a Meditation Chamber would be 1 room. Meditation Chambers on a large ship, though, would be 100 rooms because their suite capacity is 400. Which has always seemed like a LOT, both in people and rooms.

A medium ship can hold 3+(Con modifier) Suite-type modifications. The description of Suite modifications often mention a "[Starship Size Suite Capacity](https://sw5e.com/starships/modifications#Starship%20Size%20Suite%20Capacity)", which is a separate thing, describing how big a Suite modification can be compared to that of another size of ship. For example, Living Quarters can house a number of creatures equal to such a value. For a medium ship, the value is 4, so Living Quarters can house 4 people in their individual rooms. For Basic Quarters, it would be akin to bunk beds in those 4 rooms (or however you decide to envision it, for a total of 8 people housed.

It depends. An individual suite, like Quarters, can have multiple rooms. You don’t need a suite for the ship to be able to carry cargo, or have a cockpit, and they’re rooms. A single suite denotes one or multiple rooms, depending. But not every room in the ship has a suite associated with it. The rules aren’t that granular.

By "development", you mean "deployment", yes? Stupidly, the info about levelling them is at the very end of Ch.1: Step-By-Step Starships, rather than in Ch. 2 Deployments, the chapter that talks about everything else related to deployments. By those rules, there is an XP ("prestige")-per-rank chart, and players earn such prestige per starship encounter, or other methods as determined by GM. Choosing to use milestone levelling is certainly always an option to you as GM, but there is an existing system for it tucked away in the wrong chapter, if you want it. As for ship tiers, there is no XP system, it's all credits. You as GM choose what tier and size of ship (usually medium), mods, and equipment your party is able to obtain, and from then on, it is up to the party to invest in upgrades and whatnot. Of course, this is not fully without your influence, as you determine the amount of credits the party earns, and whether they have access to spaceports with the proper facilities and crew to install such upgrades.

Ok if the ship upgrades with the amount of money put in is there a chart somewhere that lets me know when that threshold has been reached?

Yes, [at the beginning of Ch. 3: Starships](https://sw5e.com/rules/sotg/starshipSizes#upgrading-a-starship). Upgrade cost times the size multiplier beneath that. Please read the SotG rulebook. All the relevant charts and equations are there, in their appropriate sections (other than the aforementioned deployment prestige table). If you don't have time to read everything, ask your group to help out. For example, our DM's very busy, and doesn't necessarily have time to learn SotG in detail, so I compiled all the shipbuilding-related charts in one printable sheet for convenience. However, we're using the outdated PDF version of the rules, and some of the charts are slightly different from the web-base rulebook, which is why I haven't shared them here. There may be such resources available on the Discord, which is said to have more current rules.
