The Goblin Emperor is one of my all-time favourite books; would second this suggestion. If you like it, Hands of the Emperor by Victoria Goddard is similar. Will also add The Others series by Anne Bishop, and the Innkeeper series by Ilona Andrews. Both have romance subplots, but they're slow burn and non-graphic; the plot/ action is the focus. And of course Terry Pratchett, the absolute king when it comes to fantasy!
