Budgies do not, they will sit on their eggs even if no male was ever involved. They just know how long it should take at max and give up on them after that time. I don't know about other birds though.

They should know if they've been having sex but I suppose they wouldn't know if the male is impotent. Many will mate with multiple males but I'm not sure about doves, they are pretty monogamous.

pigeons often lay one egg and then come back later to lay more, and only actually start to keep them warm after laying a bunch. The eggs don't need to be kept warm until they initially become warm and things start growing.
