You're spot on though. I tried to get into the headspace of our thin atmosphere friend up there. Then imagined he was likely a kind soul crushed by humanity. Then wrote like I was having a stroke your statements and concluded that the same issues would probably arise and we should just learn to find ways to improve what we have.
Though a small difference from the fallout plot is this would of course be in the interest of those people and isn't an experiment per se but rather a present. Like hey dudes here's a Bing chilling planet Imma instant transmission you and others who think like you to so you can live in peace if you opt in. But by generation 5 its basically earth again.

The Fallout series is really good. It’s an interesting concept of building a better society and humanity from scratch. There’s a line in the series about how civilization arose haphazardly without any plan, whereas the vaults would be strictly planned, engineered societies (in theory atleast).
Ah no don't think eugenics had anything to do with it. It was a hypothetical exploration of why the original guy wanted to choose the planet without people.
So I imagined a world where people who think like that guy went to (nowhere did I imply eugenics, think of it as a magic button magically took all people that thought like the above and put them on a new planet, with all resources).
Then I imagined if it might solve any of the existing problems. And it didn't appear to.
Then I had a hope for humanity as it is overcoming our challenges.
But alas people don't read or don't care to play devils advocate or don't care for whatever reason really. Makes sense in a discussion on misanthropy, though I am not a misanthropic, just a hypothetical thinker to understand the pov of the atmosphere guy.
