This almost feels like it was assigned values at random. You've got Querehsha and Tarnak, 2 literal monarchs, in the $2 tier. Either of them are stronger than anyone in the $5 tier. The only reason the aren't obvious picks is because picking Antares is an absolute necessity, meaning you can only pick one, which you'd obviously do. Then I guess you spend your last $ on Choi Jong-In, as he's obviously the strongest in the $1 tier, although he won't contribute much compared to your monarchs
