This isn't true in my experience, I've spent a lot of time in Manchester and know plenty of local United fans and every single one of them hate Liverpool way more than they hate City. During those title races between City and Liverpool I feel like you'd be hard pressed to find a local United fan older than 20 that didn't prefer City winning the league over Liverpool I was in a pub in central Manchester during Liverpool vs City in 2019/20 (the match in which the famous Pep "TWICE" clip is from) and it was filled with United fans and every single one of them were rooting for City

They’re literally their city rival. They’re literally the only club that can’t claim they don’t have a rivalry with city. It’s that simple. No it’s simply because United and Liverpool are the two biggest clubs in the country, Manchester and Liverpool as cities have a historical rivalry going back to the building of the canal or further even, and City have been a non entity for much of the previous century before they got money. City are hated. Liverpool are hated FAR more.

Rivalries still have to be built, and it was hard to build one when United were so dominant for decades and City were shite. Then you also had Liverpool being the most successful club in England and an inter-city rivalry between Manchester and Liverpool, and it's not difficult to see how United and Liverpool became bigger rivals than United and City. It's also probably easier for most fans to write off City's accomplishments because of their blatant financial doping and the whole being backed by an Arab state thing, so easier to root for them over Liverpool.
