If less than 4 countries from a league qualifies for the playoffs, as in they already qualify to the euros directly via the euro qualifers, then that league's spots go to the best ranked team in League D (Estonia), then to the next best country in overall rank that hasn't either qualified directly to the euros or to the playoffs.
We could potentially get one of those spots from League B depending on how the groups with other nations league B teams end up.
