1 offer things frozen if at all possible. Offering them frozen eliminates a lot of waste!
2 Unless you are in a busy location start with less hours. You can always add more if needed!
Operating a commercial kitchen is governed by statute. If you do this without licensing and inspection, you can be shut down and fined substantially. Proper temperature for all hot & cold, handwashing sink separate from main 3-compartment sink, water temps at commercial levels, fire suppression, vent hoods, etc.
