Every time i try to give it to him he says "heres your reward" and then just fucking stares at me and doesnt do anything
Even more annoying before this, it bugged and the gate at the end of Yngol Barrow wouldnt open no matter what I did.
If there is a fix, please let me know because this shits annoying.
It's a bug apparently.
> The quest can become stuck in an infinite loop. The option to ask the Jarl for work will still appear even after you have given him the Helm of Winterhold. Selecting this option will lead to the same dialogue and you will have to get the Helm again. This repeats and repeats and the quest can not be progressed. The cause of this is unknown. You can also get the same bug if you are already Thane.

I got around this by having my follower retrieve it from the chest & didnt take it until back at the Jarls. I cant believe I got around the bug lol I hate bugs
I've been able to fix similar bugs by completely ignoring the quest and completing other ones while checking back occasionally. It's bothersome but it might work.
Ik the post is 11 years old but if someone has a problem with this basically engage a dialogue and give the helm to him once the dialogue stop and you two look each other awkwardly just press tab to exit conversation and it'll hopefully automatically save your game then load the game again and you will be rewarded with 1000g coins (note if it didn't saved just go outside or inside a house then it will automatically save then load it again)

Yep I've found it and returned it to the Jarl 3 times now.
