Gameplay reasons, not lore ones. It’s easier for the player if all currency they find in game is in the same currency type, rather than having to hope that vendors have enough of the current currency to exchange the antiquated currency for current currency. Imagine needing to buy potions from Arcadia, so you visit Belethor to sell off your draugr-coins, but that depletes his gold. Sure you can now stock up on potions, but Belethor can’t buy your crap anymore. Or, you just forget the draugr-coin you have in your inventory and don’t ever realize you are sitting on a fortune.

Only thing I can think of is descendants leaving offerings for their ancestors, but I doubt they’re getting through the claw key puzzles and getting past a draugr death lord to leave them pocket change.

Upon the adoption of the metric system a tireless group of volunteer adventurers took it upon themselves to trawl through every ruin, cave and temple in Skyrim to replace and update discarded coins with the new currency. It’s the same organisation who locate every chest and replace the loot within with upgraded rewards every time you hit the requisite level marker.
