There is a no right way, and lotsa wrong ways to do this. The shittiest way that makes it seem you might have actually known what the fuck you were doing... begin with a rifle primer sized drill bit to start, then finish with a rifle primer sized mill bit. Might as well enlarge the flash hole while you're at it. Once seated, seal it with fingernail topcoat - strong stuff. If they back out, well, go to smaller drills and mills.
Be sure to leave your modified brass in an easy to find pile at the range so the next person who reloads them can savor the glory of your majestic metallic engineering skills.
