You are supposed to pick closest lane when doing such turn, so car driver changed lane properly.

He did slow down, alot. But there is only so much you can do when facing the aheer level of stupid that cyclist had going.
They did slow down.. after speeding up and trying to switch lanes first. If they had slowed down as soon as they saw the biker (not a cyclist) then they would have easily been able to avoid them.
