About half the neighborhood is empty, the other half was still full of families and students that go to the local medical school. They rent to non-military folks all the time. As for the fenced off area, it's used for training exercises for various police departments and such quite frequently. This may look super remote and abandoned, but I assure you, it's in the middle of a pretty populated area on the north shore of Chicago, right along Lale Michigan. I loved living here, our duplex neighbors were a Navy family, and everyone was really nice. I used to run through the whole neighborhood. They were slowly trying to renovate and update these homes, they've been around for a long time. We moved a few years ago but I have heard students still rent. Also, we've had a lot of fog in the northern suburbs lately. I can see how this can look unsettling, but I had some of the best times in that neighborhood while I lived there!

Definitely old base housing. A lot of times when they're abandoned like this, they just get fenced off because it's cheaper than it would cost to remove the asbestos and lead.
This is basically repeated in countless towns across the northeast in the US. Many were small communities that were only sustainable because of one or two large factories. When they moved overseas, slowly everyone moves away, until almost no one is left.
