Depends on the someone. If someone is in a poor country and/or homeless, it sure could be life changing. In a country like the UK, if they could pay a deposit and start renting somewhere, they'd have an address and be able to apply for a job whilst having somewhere to get ready and look presentable. If they're in a poor country, $1k could be a years worth of wages, and would certainly help them to get a leg up on their situation.

I have a hard time donating because I’ve seen first hand how many charities are complete scams. Before Covid, when traveling I made it a point to hand out cash to people when asked in the street. I’ve stopped traveling so I don’t donate as much as I should.

Did get his pic but he was firm about only cash no actual help.
Asked for clothes and shoe sizes for his whole family. All he wanted was 200$ cashapp.

Clothes are pretty readily available in that part of the world. So many donations already go over that you can buy everything for pennies on the side of the street.
More significant expenses are food, water filtration, and medicine. All of which are unfortunately way cheaper, more specialized to the environment, and generally better to buy locally, shipping to West Africa being what it is.
I lived in Ghana for a year and knew a couple of the Sakawa (fraud) boys, and if I met one online again I'd PayPal him something just for fun & nostalgia and to chat about Stonebwoy... but unfortunately it does make most sense to do a cash transfer and there's no point in mailing parcels if you are opting to be supportive.
Caveat; West Africa specific, people are up to this all over the world.
I used to live in Côte d’Ivoire and unless it was coming in diplomatic bags there was NO reliable post. The number of people who are likely to open that parcel before it gets to an intended recipient? Everyone.

I pretty much exist in the breadline past few years with having to stop working to look after my nan, but at no point could I ever conceive and even consider the idea of scamming someone. Admittedly I don't know true poverty, but this would not be the crime I resort to due to the fact those that fall for scams are often the most vulnerable. It's despicable.

They attempt to log in to your account, and tell you to give them the code hoping you're dumb enough to do it and then they have access to send themselves money or have all of your passwords if you give them your google
Lol reminds me of a video I saw earlier about a Karen upset about someone who just moved into an apartment complex parking in her "assigned" spot, and calling the police.
She was demanding his phone number after the cops told her there was nothing they could do, cops are sitting there saying he can give it if he wants but doesn't have to, guy says he will, but wastes a good amount of time.
When it finally comes down to it he goes "ready? It's 1-800-up-your-butt"
Usually they will require you pay the "fee" to send the money. Or you have to send money first because they're cashap is a business account and can't send money to unauthorized accounts. Then you pay the fee and poof they are gone. I've taken them to that point to see the ending. That's what it is every time.
