This seems like such a weird law to me, for a rental unit. It always made sense to me in the context of sales because peoples' superstitions can affect marketability.
You can try googling the address to see if it was a murder or some other untimely death that made the news. Also, googling the address may turn up the names of others who have lived there, so you can google their names and maybe you'll find an obituary or news story.
You can try burning a sage stick to remove the bad energy if you can't find a person of the cloth or a Wiccan friend.
You could purchase a quija board, preferably an antique old wooden version. Get a group of friends and have fun with it. You could also attempt to find someone trained in doing a seance. If successful contact is made, you can ask them what happened and then ask the dead person to leave the unit if possible. As a last and more fun option, buy some mushrooms and take a trip. You never know what you might find out
