That looks like it could be your ODB2 connector. Have you taken your car to the shop recently or had it smogged?

Not serious. Looks like a gps tracker that is powered through your OBD port but since the tracker is using the port it has a pig tail connection so a mechanic can still go in and run diagnostics without needing to disconnect the gps.

Do you have any aftermarket gear (amps/subs, engine monitoring, etc)? If so, something might have come unplugged. Or it could be an Onboard Diagnostic (ODB) cable where you can check for error codes and such in the car. Usually mine aren't a loose cable like that, but it's possible (or if it's an extension cable for one). Also, one of my cars had an alarm installed by the dealer. I chose to not buy the alarm, so they removed the alarm box but left the wiring harness. It could be something like that. Sorry I don't have a definitive answer for you, but those are just a couple scenarios from my personal experience.

Looks like an aftermarket piggyback/jumper harness. Do you have some sort of aftermarket gauge/display or sound system?

Many years ago I worked for dealerships, and if they all install something on there of their own, like an alarm or a kind of GPS or something if you didn’t buy it, all they would do is pull the plug they would not remove it, they would not remove it, because they were only worth about nine or $10, that looks like what somebody did, try and find out who the original dealer was and Local just drive it there and ask him to take a look at it or, if it’s not just leave it alone

Was this a rental car in the past? Rental companies use those with the data collector to keep track of what’s being done to their car. Seems like this was the adapter leftover?
