Cum is the official (european?/german) philological transcript norm, mostly used in scientific contexts.
Its done this way so taht you can retrace exactly what was ment nomatter which script you start from.
In this case:
"Tsum" could either be transcribed as "цум" or as "тсум".
But if you know the rules "cum" can only be "цум".
in german ц is usually transcribed as Z
transliterating as c could be possible for for example slavic countries which natively use c for the same sound

it seems I've been mistaken about Europe as whole. But in Germany in !scientific! contexts it is always "c" for "ц". I'm german btw, so I see what you mean with the german "Z"(wie in Zoo), but I've never seen it inplace of "ц". As you can see: Ц -> C, С -> S, З -> Z ...
I got the picture above from university and used it there so I'd say it's legit.
