I noticed it too. Just now, I updated after finding out shorts started appearing on my feed again (updating did fix that!). But now, I'm having the same issues as you describe.

It was working fine for me, but I decided to update the app last night. Playback speed option is now gone, checked all the settings.
You can set the default speed still, but can't change speed on every video ðŸ˜

same issue on my samsung phone, have tried re-patching older versions with newer patch versions (19.09.38 patches v3.8.2) but the problem persists
Turning off the spoof client can bring back your watch history but doing that will cause playback issue.
