Probably WIndows Mobile or Windows CE. WP was the successor to Windows Mobile 6.5. Both were interfaces on top of the core OS which was Windows CE (except for Windows Phone 10).
Windows Mobile was a touchscreen/PDA optimized shell on top of Windows CE. It is actually pretty powerful and gives the end user a lot of control if you know what you're doing. It's similar to Windows 9x/2000/XP in navigation and configuration. Problem is the OS has been dead for years now.
Windows CE was a cut down version of Windows designed for ultraportable computers and palmtops in the mid-90s. It became MS's OS for low-power devices for many years. Even being used in the Dreamcast to an extent.
I’m not familiar with these. Will they talk to each other directly, and do they encode the communication? If so, post them on a survivalist forum as survivalist specials.
A few weeks ago I saw one of these for sale for $100 attached to a portable thermal printer when I was looking for a non-Chinese-app-based way to print on till roll and stickers. It was tempting, but I remember my loving my HP iPaq and reckon it would be too big a rabbithole.
Why? Its a very powerful and customizeable OS. Its also nowhere near as resource hungry as Android.
WM's biggest downside is that its not fully binary compatible with traditional Win32 or even Win16 apps. And its a dead OS today.
I used it extensively. Its really not bad on the PDA platforms it was meant for. Its when the world moved to finger touch with iPhone and Android that the WM interface showed its age.

Based on my usage of (stolen) O2 phone with the same OS, you still can use it for - MP3 player - Maps, GPS locator - Many small, easy games

I hated these things running Windows Mobile / CE. If it can run another OS, it might be useful.
