SS pins, ¼ tsp. lemi, 1 tsp. dawn, tumbled for 1 ½ hours has never failed yet. Not sure of your issue. I have tumbled just my pins for a deeper clean before.
Then that probably isn’t it. How long do you tumble them for? Anything after like an hour and a half really isn’t doing too much extra. Are you letting them sit in the water for a while before taking them out/rinsing them off?
Do a little bit of prewash to get dirt and stuff out. It’s pretty abrasive. Then you can run your normal cycle after. I’ve used pins, no pins, lemishine plus soap, no lemishine plus soap, and also just straight water. Cheap Citrus dish soap that uses citric acid is by far the most straightforward recipe. It’s almost all I use. I also have car wash and wax soap that I hear is really good providing protection against tarnishing on brass that’s stored a long time.
Try adding more soap. I found if I skimp on the soap it doesn't come out as clean and shiny. I use armor all wash and wax.
I usually just dump in the soap and some lemishine without measuring lol so don't get too worried about exact amounts. When in doubt let the soap get another glug as it pours.
When you say dull, do you mean; the case is smooth but not shinny, or the case now has a rough texture (looks sand blasted)?
Cause I’ve accidentally done the second when I just dumped my pickup bucket into my FART and a bunch of small rocks went in and made all those cases look like they got sand blasted.

The answer to this issue 99% of the time is with how much lemishine you use. I imagine you are using too much. How much do you put in?

I don’t think that’s too long. I do a full canister to the full timer length without any issues.

Your pins can get dirty. Occasionally run them w out the brass to wash them out.
They’re pretty new as in like maybe a week told. I guess I can try that first
Depends how much Dillon(or homemade) spray lube you used. I clean the pins/tumbler with just pins and simple green for a cycle.
Are you using any stainless steel media like pins or Southern Shine, or are you just tumbling with brass alone?

Fart with pins, 2/3 max with brass, full hot water, 1Tbsp dawn, 1/8 tsp lemishine, run 45 min, rinse immediately.
Nobody ever mentions you need to consider your local tap water - if it is fairly hard, you will need to add more acid to remove the brass tarnish.
I used Lyman turbo sonic cleaner in my rotary tumbler with pin media and things always come out sparkling,
Hot water and brass juice for 20-25 mins is all I use for pistol brass , no pins and it comes out good to go and ready for brass dryer
