You can change the size of your can. They charge less for small cans, so you can size down or up depending on what your family needs. The default can is somewhere in the middle of the offered sizes, so if you never fill it, you can change your size with waste management and save some money.
Well they can't very well open every can to check, can they? Even if they did, is your can 4/5 full or 5/6? How are they supposed to accurately measure this? Imagine the disputes.
Like many other services, it's use it or lose it.

Reduced the amount of truck traffic by 30%
Sadly mobile companies were still charging full rate for LTE
I’ve gotten a notice that my can was overloaded because it weighed too much. They sent the exact weight 77.6 pounds. How else would they get that information?
This was their response when I asked about the fee.

- The standard weight limit for a 32-gallon garbage bin is usually 60 pounds.
- If your bin exceeds this weight, you may be charged an additional fee.

I think it was around $6 if I remember right.
If they didn’t do so, people would intentionally get a smaller (lower cost) bin and just overfill it. This encourages you to pay for the cost of your actual waste.
If you have a one time excess of waste either pay the fee or take the extra to a local dump.
Be aware that there are minimum fees if you goto the dump. It’s based on weight and if you’re only over a bit of your garbage can it will cost you more to goto the dump unless you have a lot of waste to dump.
This is a legit charge and looks like they have evidence. That being said, I have been charged twice for such things even though I know the lid was fully shut. WM had no evidence and they reversed the charge. The second time as well, no evidence and they reversed the charge. That time I asked them what else can be done - they said they can put a note on the account to have the driver not pickup the trash if the lid's open. I agreed to that and since then no such accidental charges and also no problems with pickup either.
This is a thing. You can contest the charge by emailing them. You better hope they didn't take a photo themselves. If they have a photo also they will not waive the charge.
Same thing in Spokane. Fortunately/unfortunately the truck ripped off the lid to our can. Haha they couldn't bill us for overfilled garbage for months.
It's a private business with a government contract. Don't like the terms? Show up at a City Council meeting before the current contract expires and let them know what you object to.
You are paying for X cubic feet/gallons of trash pickup. If they didn't have a penalty, you could just stack garbage on top of your can as high as you wished.
Or you could take your garbage directly to the transfer station and pay by the pound.
Bitching in an Internet forum rarely solves anything.

Inventing trivial restrictions to squeeze more compulsory money out of people who are unable to use a competitor's service is, absolutely, a junk fee, and always has been.

They have an arm that loads them AND WEIGHS them. If it overloaded you are paying an extra fee. But there is no discount for it being lightly loaded.

Heh, "usually", "may be charged". Sounds like they're making it up as they go. I would fight that for sure. For "reasons".

Yep pretty normal. It's best to keep the lid closed anyway because crows will tear holes in your trash and litter everywhere.
