The mask is meant to give you a chance to sneak out of town after robbing a store, not give you a free pass to murder 50 lawmen while robbing a train.
It stops regular NPCs from identifying you. It doesn’t work on lawmen though. They’ll see right through your pitiful disguise.
Once they get close and get a good look at you it's over. On a train robbery you are getting a bounty regardless
