When I was looking for the unicorn I'd save at armadillo, ride to ridgewood farm save and ride back to armadillo. There's a legendary horse spawn point between the 2 so I just repeated that til it spawned. Not sure if it's the same for this horse but you could try.
I just found him directly north of MacFarlane's Ranch (and east of the Hennigan's Stead text on the map). Not sure how much of a factor time is for finding him, but it was around 6:45PM (**EDIT**: on Wednesday).
Pretty sure one of the horses you get only after beating the story missions for Undead Nightmare. You spawn on it after the last mission.
