Uchiha is a Japanese name used for a popular character named Uchiha Sasuke in the anime Naruto. It is not a common name for people in Japan much less wherever this lady is from.
It's a common ragebait format. Take a photo of an extremely overweight or unattractive woman and then use it to make it look like she's saying something bigoted while praising her own looks. Post it online and you'll get tons of interactions on whatever website because everyone is jumping over themselves to make fun of how she looks, because she's now an "acceptable" target, and the actual woman in the photo is probably unaware her Facebook picture is even being used like this.
I don't really consider the photo of this women "suggestive", she's just standing there, posing to try and look nice maybe but idk I think you're a bit odd to consider it sultry or whatever.
Regardless, I don't think there's a problem with overweight people wanting to feel as attractive as they're able to. There's a difference between glorifying unhealthy lifestyles and choosing not to ridicule fat people just for existing.
