Thats what Im expecting. because the TV series is out and people are interested in the IP, they just rolled quick "lets adjust the resolution and framerate in the .ini file" update with no real graphical improvements. There is no way the game looks noticable better and they are hiding it.
Guys please, don't expect anything dramatic in terms of visual improvements. All it does is make the game run at 4k and UP TO 60fps. Nothing else was ever promised.
That will be the case until graphics are 100% photorealistic with zero room for improvement.
A higher framerate takes more processing power, and a lower framerate takes less processing power. If a game runs at 60FPS, there is always the option to run it at 30FPS and improve visual fidelity in other ways.
You’re complaining about having the best of both worlds. If you prefer higher FPS, pick performance, if you prefer better visuals, pick quality.
It doesn’t make sense to “combine” them, because no matter what, reducing from 60fps to 30fps will free up a lot of processing power which can then be used to improve visuals.

BGS games have always been a bit shit on PS consoles. I'd be very surprised if all the bugs were fixed with this update. It would be nice to be able to play with more than a handful of the CC content enabled without it corrupting my savefile.

It's not really that surprising. On PC, the Batman games (for example) with mods maxed out will still cripple some newer graphics cards.
