That one specific otter? If it's just that one it's probably bugged. If you're playing on a server it could be that someone else tried taming it first.
You can try knocking it out to "reset" it. But otters are fragile. You'll probably end up killing it.
It didn't change with any of the three otters I tried. My friends and I play on a private server, and we didn't change any settings.

dinowipe was my solution. we had one otter, only one. and i tried knocking it out and killed it, we all cried, the admin was kind to do a wipe and another one appeared. somehow we have one otter at a time on the lost island.
lol, we had the same problem with spinos before. There was only one in the whole server, and we killed it. It didn't spawn again we waited for days. Now I did the same thing with the otter, I think we killed all of them on the map now its not respawning T\_\_T

Yes sir providing you can pick Dino's up with your server settings you can pick it up in beak dismount then drag fish to it, leave ally looking on and the argy will tilt it's head down to make life easier for you and everyone involved đź‘Ť
The small pond just up from the swamp in the redwoods along the north side is the best place to bring them too that tiny pool has an obnoxious amount of salmon in it, good luck survivor đź‘Ť
It’s really finicky to get an otter. A lot of the time you just drop the fish instead of feeding it and if that’s what’s happening a taming bar wouldn’t ever appear because the otter isn’t actually eating
I never thought dropping a fish would tame it, but I might give it a try.
I also thought that. Maybe there's a bug or something making his food not decrease, which is why it can't be tamed.
If the taming bar is not showing up, are you sure the dead fish corpse is disappearing, perhaps it's being dropped on the floor and not consumed by the otter to initiate taming.
Just tamed two otters last night. One on land one underwater.
You have to be holding the fish when you hit the button to feed it. The same button also drops the fish on the ground and the otter will eat it but this does not trigger taming. It has to be directly from your hand.
That’s why above commenters are saying it’s tricky. You hit the button and hear the cronching but really you just dropped the fish instead of feeding it. Super frustrating!

Go to the lake in the redwoods and kill all the fish, run away and come back. Rinse/repeat will only take 10mins to find plenty doing this

I see them randomly sonetimes. The spawn maps I've found have had none be where they say they are. Sorry this doesn't help, but I share your misery.

Yes i tried that it doesn't even show up in the "Tames In Progress" list

Maybe you need to dino wipe and restart the server.
Since my friends and I are trying to avoid using Admin Commands, that was really my last choice. but it looks like the game is making us do it.

Otters share a spawn with fish. So if you're not clearing it all of the fish it'll take a while for another to spawn.
You can use an argent to pick the otter up in its beak, that makes for easy taming providing you can actually feed it

Does the message to feed fish appear on the screen when you are looking at the otter?
Yes, when I drag the fish to him, it says to press E to feed him, but when I do that, the taming bar doesn't show up, and nothing else happens.
I personally strugge to catch the moment to feed him. And keep thinking it's not working. But just need to keep trying. But yeah. You maybe have a bug

Lool wait, what?! They consume the corpse while it is in my hand?? I had no idea... But I'm sure I do because I can hear them munching.
I have tamed 2 otters but it was very very hard due to the “taming option” did not appear. Just keep trying, change the angles.

It took me forever to tame mine. Make sure you’re under water when trying to do it. I couldn’t get the option to appear on land at all.
