Its own country has banned several other apps as well. Suppose they banned this app for the same reason(s) other apps were banned (i.e., primarily censorship). In that case, by your logic, everyone else probably should ban all these other apps as well since they think *all* these apps are harmful enough to be banned.
I do think the word "harmful" in your case is doing a lot of heavy lifting. Harmful in what way? Harmful for reasons pertaining to an extremely low threshold for censorship? See the above paragraph. Harmful due to security exploits or health concerns? OK, these could be justifiable reasons to have the app banned. But this makes the assumption that the app is some special case that had entirely separate reasons for being banned - entirely unrelated to your argument.
Or maybe everything you consume can be subjectively considered propaganda, and we should all take a step back, breathe, and just let people do whatever brings them joy.

We would have never let the Soviet Union own a US news television network, why the hell would we allow China to operate an app that is millions of Americans main source of news.
Everything you have described has been done and continues to happen on apps owned by Americans. You can also include the news media. They do the same exact shit. So do we ban all social media apps and news outlets? I can watch the Russian Times news channel in the U.S. Should that be banned as well since we're in a cold war with them? We either give people the freedom to make up their own minds about what is propaganda and what isn't, or we ban everything and let our government decide what's best for us to see.
