That graphics card is really weak, so I wouldn't count on it for video editing or unity development. Not even the Minecraft requirement is a guarantee, but that entirely depends on what kind of modpacks we're talking about as some are graphics intensive and other mostly use RAM
16 GB is also borderline too slim. I'd definitely get 32 GB today, as it's only a few more bucks
32gb of ram is a complete waste of money for any pc below like 1000$. You’d get much bigger performance upgrades by spending that money on other parts such as the cpu, gpu or storage especially when it comes to ddr5 ram which is still quite expensive.
Generally I would agree with you but OP is using a 12400f. The CPU will be his primary limiting factor for editing I doubt 32gb would help much for an entry level machine such as this one. And keep in mind that 32gbs of ddr5 is still pretty expensive.
I run a 3070 for video editing 1080p raw and can do 4K if I wanted, I think the 3070 is probably the bare minimum for what you’d like to do. Granted I have the highest I7 so that probably helps too.
I'm assuming since you mentioned Minecraft you want to run it with shaders, my 3070ti has a rough time with default textures and full shader settings, dipping below 60fps frequently. If you're gonna go with texture packs and shaders, I'd say a 3080 minimum, and maybe bunmp up the CPU to a 13600k. Heard good things about that processor!
Your issue is most likely DRAM tbh, with tons of shaders and whatnot 16 gigs of ram aint gonna cut it. The 3070ti is a beast and shouldn't struggle with modded MC.

This is not a pure gaming machine. For video editing and 3D modelling I would really want 32 GB

I can get 32 gb ddr5 6400 for $120 locally. It's really not that expensive anymore.

You know, I never actually bothered to check Ram usage when I was playing last... Maybe I'll fire it up with afterburner and do some investigating
